Is this in payment for a debt she owed before becoming disabled, or from earnings she made after she became disabled? Once you are collecting disability from Social Security, there is a limit to how much money you can make before your benefits are reduced. If she had additional income, and did not file or pay taxes on it, then this may be a case where the IRS is allowed to garnishee her check.
IRS and some other federal agencies can offset up to 15% of federal payments to debtors. The most common is a levy on Social Security benefits, disability or otherwise. Before this happens the taxpayer is notified and given an opportunity to show how the levy would cause a hardship. Your friend probably sat on her hands and let it happen instead of communicating what her situation was so don’t blame IRS, it was just following routine procedures. She should call IRS or visit her nearest office and try to get the matter straightened out.
Apparently so, since it’s happening. To stop it, she can either pay off what she owes them, or prove that she doesn’t really owe it.
Those phugger’s can do anything they want. I hate their stinking guts.
