Many things cause the emergence/reemergence of infectious diseases: antimicrobial resistance, increasing global travel, globalization of the food supply, ecological and climate changes, people and wild animals living in closer proximity and human behavior to name a few.

Emergence = new disease, never before discovered.
Re-emergence = disease that’s known about, but was at one point controlled and has now gotten out of control. Re-emergence can be seen if a bacteria mutates to be resistant to a certain antibiotic (or several antibiotics, for that matter), or if we assume that it’s under control and start to ignore it (ie. stop treating people, so sick people still carry the organism and spread it to healthy people, who then become sick, and so on).
Hopefully that helps.

Well…possibly when you’re infected with something…
But most of the time you don’t get infected by the same thing twice because our immune systems produce antibodies that make us immune to it. But some infectious diseases are ever changing, such as the flu.
